I have witnessed demon possession before in my church, when my church family cast demons out of a man. I had the same evil cold chills about him as well. I don't know if there is much I can do.

We know that demonic possession can occur in children from the gospel of Mark:
17 A man in the crowd answered, "Teacher, I brought you my son, who is possessed by a spirit that has robbed him of speech. 18 Whenever it seizes him, it throws him to the ground. He foams at the mouth, gnashes his teeth and becomes rigid. I asked your disciples to drive out the spirit, but they could not." 19 "You unbelieving generation," Jesus replied, "how long shall I stay with you? How long shall I put up with you? Bring the boy to me." 20 So they brought him. When the spirit saw Jesus, it immediately threw the boy into a convulsion. He fell to the ground and rolled around, foaming at the mouth. 21 Jesus asked the boy's father, "How long has he been like this?" "From childhood," he answered. 22 "It has often thrown him into fire or water to kill him. But if you can do anything, take pity on us and help us." (Mark 9:17-22, TNIV)
Interestingly, the disciples were puzzled as to why they were unable to cast out the demon. Jesus told them, "This kind can come out only by prayer [and fasting]" (Mark 9:29, NIV). There are some demonic strongholds that require strength in your prayer life. At the time of this incident, the disciples were apparently weak in their prayer life.
Assuming you have put your own faith and trust in the LORD Jesus Christ for salvation, then you have been forgiven and indwelt by the Holy Spirit. The Bible says, "...the One who is in you is greater than the one who is in the world" (1 John 4:4, NIV). No matter your age, it is a matter of faith and the One in whom you have faith. Jesus is LORD of all and greater than all. If your faith is in Him, then "nothing will be impossible for you" (Matthew 17:20, TNIV).
You need to pray for this young man that the Spirit of the LORD would protect him and surround him and break whatever hold the devil has on him. When you pray "in Jesus' name" (John 14:14) you pray under the command and authority of the King of kings and LORD of all. When you are around the child, sing praise songs or hymns about Jesus. Tell him stories about the wonderful things Jesus said and did. The devil has no place for a foothold when you draw close to the LORD:"God opposes the proud but shows favor to the humble and oppressed." 7 Submit yourselves, then, to God. Resist the devil, and he will flee from you. 8 Come near to God and He will come near to you. (James 4:7-8, TNIV)
See how this affects the child. If it is demonic possession it should have a pretty dramatic effect. When God's people praise Him and lift up the name of Jesus, the devil has no place or power.
